ACMA seems to have its own agenda when dealing with Community stations everywhere. While the sponsorship rules are reasonably clear (but not necessarily fair), the participation rules may not suit the universal application ACMA uses.
If you read the 4DDB judgement, you find they well & truly breached the rules on sponsorship/commercials. However, the 2CHY situation is a little murkier. It's time the Community Radio sector started working through CBAA to force a review of the way ACMA interprets some aspects of the Broadcasting Act.
It's hard, for example, to work out how members drawn virtually "off the street" should be able to join a programme committee and make rational, informed programme decisions without any experience. ACMA prefers that situation over an experienced programmer from a radio background. That doesn't make sense, and doesn't help community stations attract listeners which, in turn, attracts sponsors.

No way the rules are simple and if the stations are not able to work to the rules then they need to be brought into line.
Maybe the rules are too tight but I think they should be able to work with them and survive if they offer a good quality alternative to the commercial stations in their area. Sadly many do not.
The rules are very clear but the problem lies in poor management.
The result is simply because professional management is not employed so you have volunteers trying to police volunteers.
A professional CEO or PD is responsible for protecting the license.
Sure, it's expensive, but how about the cost of losing the thing you have worked so hard to get...the license.
