JULIA Gillard is heading for a bruising defeat on media policy after stepping in to rescue Labor’s controversial reforms but failing to win over the key independents. In a blow to the Prime Minister’s authority, she could not secure the support she needed to ram the changes through parliament this week as independents turned their backs on the policy or issued demands that appeared impossible to meet.
