900,000 eligible residents don’t want to become citizens

September 17 is Citizenship Day. While approximately 3.1 million
Australians born overseas have taken out Citizenship, there are around
900,000 other permanent residents who haven’t — despite being eligible
to do so.

Where do these people come from? Mainly Britain and New Zealand.
